Can't really tell who the officer saluting is. I'll have to guess.

Btw it's "Place de la Concorde" not "palace de concorde"
The 2 building on the background are : Ministère de la Marine and l'hotel Crillon not so far is the US ambassy.

Place de la Concorde, sry about that forgot the "la". Ya this was the "Location, or place" Name This pick, ushualy one in 5 or 7 Name This Picks are locations.
