If I had to guess, they didn't want the passport to enter New Zealand, but to enter another country AS a New Zelander.

They did the same thing once with Canadian passports they obtained illegally and used to enter Syria in order to assasinate a Hamas leader that was living there. You can imagine how upset the Canadians were when they found out about it-they recalled their ambassador).

NZ Passports are highly valued as NZ is one of those "trusted" countries and a lot of places let us in without visa's etc.

I could think of several reasons. The glaringly obvious one being that no intelligence organization worth the name wants to let other intelligence organizations freely know who their assets are.

And if you want to belive the CIA (or Mossad, ect) is evil...well, that's your call.
