I thought Fred Biletnikoff would have still been #1. But then I think George Blanda was their best kicker.

His legs went about 3 years ago - he ceased to be elusive.  He used to be great after the catch, an RB playing WR, and one of the better punt returners in league history.  Now he just gets tackled immediately after the catch.
The last two years his hands went.  Dropped passes all over the place, many of them in key situations or in the end zone.
Then last year he has the nerve to call guys out and blast the coach, when his subpar play was killing the team.
I'll forgive him, but it was definitely time for him to hang up the cleats.  He was taking up cap room and a roster spot that the Raiders need to use on a better player.
