Sandman is right...

It says "SHOULD not take up more...etc"

It does not say "CANNOT be...etc"

Is there any group being blamed for this, or stating they did it?

From the article they say that Chechens and Al Qaeda are linked, but beyond that nothing concrete.

This is BAD. If this works well we can expect it in the states as well. Think how much of a soft target a school is yet how effective it would be.
