I take this as you don't like it that someone else has points or someone else has the time to be onlien to get the points? Why would anyone want to penalise another person because that someone can play more than others?
It's just a fact of life in that some folks can play all day and some can play once a week. Life's not fair and neither should be online WWII aircombat.
I vote for not turning AH into a socialist community. Next folks will call out for handicapping the really good pilots because they shoot down too many people.
Most importantly, don't make the error of thinking that alot of Perk points is the same as having alot of aircombat skills. It doesn't work as simple as that.
Joe Bloe might have 1,000 perk points but might only be an average (at best) fighter pilot who is not suddenly going to be the scrourge of the skies in an ME-262 or P-47M.
