Many public university systems have 'resident' and 'non resident' tuition. Tuition for non-residents (of the state) is often 10 times higher than it is for residents. Therefore, if this blurb is accurate, state taxpayers would presumably make up the difference. I don't know how the feds would expect to pull that off.
Will it encourage illegal immigration? They are expecting 3,000,000 more of them next year, and they aren't coming to get discounted resident tuition. With the tuition thing we are mostly talking about teenage illegals who are already here.
You really want to end illegal immigration? Stop farm subsidies and enforce the law against employers of illegals. But don't hold your breath expecting our elected tools to do anything that might actually make a difference, there's money to be made.
