Not odd at all. Websites, like the one you linked to and the theories behind them are made by same sorts of people who think its more llikely that the WTC was brought down by secretly planted demolition charges rather than the deliberate 600mph impacts of giant fuel laden passenger airliners... You could see live that he was wearing armour.
That doesnt meen he wasnt wired though.  A  reciever would be way smaller then that.

Yes it looks like level 3 armor, I think if it was a radio reciever it must be from the 1940's
