Could you do me a HUGE favour?

The image below is for a local political conference being held.

What I would REALLY like to do is just have some handcuffs placed around each wrist shown in the picture.

I have no idea how to do anything like that, but would appreciate your help.

Hire someone to do it for a fair price, rather than get someone to post the finished product up here saying, 'Look! I can do it'.

The conference is being held by the local government who are so mired in corruption and controvesy that I feel it only right to show what their logo should REALLY look like.

I always post anonomously on the political sites here. Sure they COULD find out who I am, but frankly compared to the skeletons in our local politician's closets mine is pretty bare.
