The layers written in German are the texts that are attached to the plane, such as the "No Step" sign or "Step here", or "Don't touch" or stuff like that.

They aren't directly related to the basic coloring of the plane, so they shouldn't present any big problem.

Well, most of it is from a generic Fw190D-9 profile Wotan once posted. Since its pretty much standard stuff, printed onto the plane from the factory, it's not hard to imagine that most planes probably retained the texts.

However, once the planes were flown out of the factory, and received new paintjobs on the field, the ground operatives would just paint over the text and forget to write the text on it again. Therefore, depending on paintschemes, some planes might not have them at all. For instance, the texts written at the belly part of the planes would pretty much remain intact in most cases. But the other texts on the wing surfaces and etc, have a significant chance that it might not be there at all.

So, its basically up to the skinner. :)
