It's a British Lewis gun with the barrel shroud removed. You usually saw these mounted on aircraft and later on the SAS mounted them on their Land Rovers and Jeeps

is that bag attached to catch casings? where would they need that kind of set-up?

Ya, its for catching the cassings, in a plane, it is defensive mount.
