If so, why?

Bush has been depicted and pictured as a chimp/monkey in many posts here.

Annan is a dumb chimp and has no clue.

Yes it is offensive, Koffe Annan is a african and the head of the UN so attacking him is verboten, the ape comparsion is clearly an evil racist sterotype.  In fact an african man to ape like creature comparsion is pure racism, and is rejected by all good peace loving progressves.

Unless of course the black man is a conservative and the person making the attack was a liberal or protesting for a good liberal cause - like keeping dictaors in power.  Then its clever and sophisticated, like the sign below:
