Happens at a lot of ports.  Can't remember all of them, but on more than just the current map.

There's a long thread on this issue, HTC is well aware that a lot of us think this is BS.

However it's not a bug, it's a game feature. Just one that is extremely gamey.

Has been changed for next patch that supplies will not work if droped in water.
