Ok. Those are common here, and are mostly used by kids or people with little need or money.

You buy a sim card from one of several operators. On the card there is usually 100 NOK worth of calling time to begin with (15ish $). When that money is spent you just buy refill cards in any store that you just scratch and a code comes up that you enter into the phone and you have more calling time. Practical for tourits and kids but they are alot more expensive to use than regular services.

Does your subscribtion usually come with a phone as a package deal?

Its not important if you have free minutes or not in pay and go. What is important is fact, that you land in Spain, you buy SIM card+some credit at News paper shop at the airport and you have spanish phone number and you can call all around for local prices.
Pay and go is very expensive compare to contract.  But if you go for lets say 1 month vacation , it can be useful.

It's maybe 30% more expensive than contract here. The cotracts never include a phone as it's illegal to include a phone to a conract, so you'll have to buy it separately.

The prepaid is also the choice of drug dealers, as the cops can't trace you because you haven't put your name in a contract.
