I've used several OEM brands of Radeon cards (Sapphire, Apollo, and one or two more).  I've never had a problem downloading the latest drivers from ATI's own web site and using those drivers -- I never use the OEM driver software bundled with the card.

I'd be curious about a 'refurbished' card.  Is it really an unlocked 9800SE ??  Take a close look at it.

Oh, and drivers . . . the drivers you can download from http://www.atitech.com however, and this is the killer, you have to have a cd to install the DVD codecs should you ever need to view DVD's.  That can only come from an original source disc.  You can download everything else.
