Spent some time playing the other day (1/4) and noticed that there weren't any skins being downloaded and the ones I had already were missing from the drop down list in the hangar. Frustrated, I spent that entire night downloading the 85 MB pack, I installed only to find no change - I can only select the "default" skins.

Are they off right now?

No, that just happens occasionally, in my experience usually when new skins are added for download. If it happens to you, all you have to do is relog (might need to restart AH) and the skins will be available again.
