Maybe It's an asteroid heading for earth and this is a cover story.
Maybe they are trying to break it up so It won't strike the earth.

I bet the comet turns out to be a gigantic sleeping space monster who wakes up from the impact and is really pissed off.  So he comes after us for some payback and a couple of miniture Japanese girls in a little cage tell us how to defeat it.   I've seen it a hundred times.
