in my city , the cops dress like city workers and park a city truck or front loader or something alongside the street and pretend to be "working" wile they radar the traffic.

Ft. Worth PD used to set up a speed trap near my store. They would sit on the bus stop bench about 2 blocks from the world's longest red, shortest green traffic light. 30 mph after you've been sitting for 5-7 min just to get thru the light? Yeah, right.
