In recently trying AH2 offline I get framerates on average of 15fps.

My system is:
1.7 ghz celeron
512meg ram
dialup
DirectX 9.c
Nvidia FX 5600/128meg running the latest omega drivers. Umm 161.77 set for performance.

Running in 1024x768 32bit with AA disabled, caching of all textures disabled. performance sldiers in AH all set to performance max as opposed to quality.

What can I do to inprove my FR? Yes I will be upgrading in the near future to a 3.2 gig box. But is this the best I can expect from this setup?

I-supect- your machine is too slow, although I might have expected better than 15 FPS.

I think we cannot overstate just how poor the celeron is as a processor for games. Certainly a 1 ghz P3 0r 4 would equal or better your celeron 1.7.

 Also, I am finding AH to be just about as demanding as any game out there inc. Far Cry and HL2.

I dont know anything about N-vidia cards, but if the card has an option to turn off "v-sync" in the 3-D set-up, that should double your rates.  Also, when was the last time you did a full system check for viruses and spyware?  Those can really bog a system down.
   Another tip is to download a program called FSAUTOSTART.  I dont have the download web site handy, but if you google it using that name you will find it easy.  That program shuts down background services on your computer..which frees up rescources.
   I run off an Athlon 1800XP (1.53 Ghz) and an ATI 9600 Pro and get max rates in the 80's and 90's..and minimum rates in ground view in the 20's.  I read threads about people with a lot better systems and better graphics cards than me having worse frame rates.
   All else fails, try doing a fresh re-install of your operating system and load up AH2 right after that (so you dont have to defrag it later).  This way, Any unknown viruses or spyware are whiped
  Oh, not sure if this will work for you, but in the AH2 graphics setup where you have the option of turning off "transitions"  "horizon" and "mip-map".  I have found that I get about 5 fps more if I have the Mip-Map
ENABLED.
  Last, but surely not least..  SKuzzy has sticky posted "Tips" on some of these forumns on how to get the most out of your system for AH2
  In the mean time, you may want to run DXDIAG.EXE  (In your direct x folder) and run a report and e-mail it to Skuzzy.  He can give you some tips if he sees anything that can be improved.

Turning off V Sync gains you nothing.  What you see as an increase in frame rates is an illusion.  Your monitor will never display anything more than the refresh rate anyway, no matter how many fps your video card says it is putting out.  If your monitor is set to 60hz, you will never be able to view above 60 fps even if in the game it says you have 200 fps.  Besides that, turning off vsync can cause freezes and "hiccups" in your game view if your system really lags behind what the card can put out.

ya, you got me on that one.  It does cause stuttering.  Never had it freeze up on me yet, though.  Not to steal this thread, but in the graphics set-up, what is the purpose of choosing max frame rate of 45, 60, and unlimited"  Whats the advantage of choosing 45FPS?

Just something that came to mind abut FPS limiting: Maybe it's for people who have a card that runs really hot and they need to slow it down.
