Nepal is in India's sphere of influence. They won't want a Communist state on their border.  The Maoists in Nepal much be really backward and out of touch. I mean who would think of setting up a new Communist country in this day and age.

Ironically, I don't think *China* will tolerate a Maoist state on it's border.  Most of the leadership there now barely survived the era of the "Gang of Four" and the Cultural Revolution.
