you need to look at "internet connectivity" section. maybe there you 'll find an answer. if you'll not find nothing similar then post your problam on thin forum. type if you are connecing by modem or a clble/lan?
you can also make a traceroute to AH server. it 'll be helpfull for someone to help you

1) Does this happen every time?

2) Are you trying to join H2H or ONLINE?

2a) If it happens in the H2H, make sure that you don't join a server that is full. Example if I hosted game in the H2H: This is what you may see.

The 3 (1st number) is how many players in my game, the 8 (2nd number) is how many players my game will allow).  
Note! Sometime you may try joining a server that has 1 spot open and when you try to join you can get that message.  I have had that happen to me because someone was doing the same thing and beat me to it.  

2b) If it happens to you ONLINE,
1) are you a member?
2) has your 2 weeks free time elapsed?
