How about receiving GV (tank, osty, m16, ltv) supplies for perks, a server ran c47 or m3, even just have them appear by your gv type of system. Make them able to be used by enemy like they are now if enemy is within range. But no matter where your at ,if you got the perks and want to spend them (maybe bomber perks?) ( NO Troops, or Base supplies..) just ammo stuff.
Make them expensive to purchase, but it would be a way to spend up some bomber perks
Even if you had to put a limit on the amount you could purchase per day or per sortie, per area, or spend all your perks in one sitting. you'd have to reup (buffs) or what ever to regain perks back, to spend on supplies again, so you could only do it so often.
Just think ,,,, Man o man the battles that could occur.
