rivers are under the road tab. click "add new" then place the waypoints (can only go vertically or horizontally). After you do this click "Properties and where it says Road, click it and change it to "River"

Of the three you'll use sine wave the most. Try x= 2.2 y=3.0. Your making a peak every 2.2 miles in one direction and 3.0 miles in the other. Tweak and make some interesting results. The other 2 types of waves..... just a waste of time  lol :D

What I do is after I make the map in TE, open it up and color the water solid black and all land solid white. then I get an airbrush and set the opacity to about 10 or 20 and start coloring black.
When I finish I resize it to twice as large as the size of the map, so if my map is 128x128 miles, I resize the image to 256x256.
Then I open a new bmp that is 1024x1024 and all black. copy & paste the 256x256 image to the center of the 1024x1024 image and make it a greyscale image and save it. then it is ready to be imported.

This is what the bmp I imported into my osaka map looks like.

This is the what it looks like in the game.
