A God does not, and can not "care". You are assigning a human trait to a God. God says what is right and good, and the rest is up to us. Humans care, as well they should, but pain and suffering are a human condition, not a result of any action of God.
I'm not a Bible thumper, not by any stretch. But you sir, are absolutely wrong. The Bible says we are made in God's own image. So to say God does not care about the individual is to ignore the better part of the Bible. Now, if you want to bring up "God is no respecter of persons", the proper interpretation of that passage is that God does not allow others to act or speak on your behalf with Him. God did allow Job to suffer as a test of faith, so he did know Job was suffering, and he did allow it. It was, of course, a rare and extreme example. However, there are enough passages in the Bible stating God's knowledge and compassion for the individual to prove your supposition or assertion to be false. I cannot quote chapter and verse, I'll leave it to you to seek, or not to seek, the knowledge which you lack.
However, you are indeed correct that God is a God of "Free Will", in that he allows humans to make the decisions and suffer the consequences.
Like I said, I'm no Bible thumper, nor am I a Bible scholar. I just happen to believe, and to live my life with the fact that God does exist in mind, and try to be as good a person as I can, and often to fail miserably.
