I still am a Military Police officer. I use to be a Baltimore City cop, but not anymore. If it is legal question I will tell you right now, go find a lawyer. If it is about a speeding ticket, I will tell you pay the ticket. Just fyi.

I am going to reply on here. As for tracking this person down you can hire a private investigator. What will make things easier is if you have a full name and a date of birth. Things such as this are public record. If you have the cash you can find anyone you want.
 That being said I am not going to get involved. Bottom line. I dont know you. I dont know the situation between you two. For all I know you could be a stalker. I am not saying that is the case, but you have to look at things from my view here.
 I have always looked at it like this. If someone wants to be found they can be found. If they want to hide they can hide just as easy. It seems to me you are still pretty broken up over this girl. This is somthing that took place around 2000. That is five years ago. Both you and her have grown up alot since then. You have more than likely grew into diffrent ppl since you are not together. My advice?  Grab a seat at the local bar, have some beers find a chick in there and go from there. IE forget about this one. I think she is long gone bud.

Kegger covered it pretty well. I really don't have any more to add as you already checked the usuall internet sources. It would be illegal to do a NCIC records check (also non productive unless she had a record) and a local Police agency would do an EMERGENCY notification but not in your circumstances.
