The guy on the side of the road asking for money has a sign that says "Vet 4.20"
 What  is the signifance of the 4.20?

Thats kind of what I thought...4:20.....
If I stood on the offramp of the interstate 8 hours a day with a sign asking for money I would need to get high as well...

I'd say a good 75% of those sign guys are scams...seen news stories here and back home in Jacksonville about how much those guys pull in in a day or week...some of them are actually getting quite weathly doing it..It's sad that people like that ruin for those in true need...but they should all be arrested for loitering/trespassing on public/government property.

That's a pretty good guess, midnight Target.  If that isn't what the guy meant by 4.20, it oughta be.
