I got my start tweaking 98SE to use 1GB of RAM from this web page:

In the SYSTEM.INI file, under [VCACHE], I used:
maxfilecache=522240 (or sometimes I used 524288 or 491520)
chunksize=2048
namecache=4096
directorycache=96
I never saw any improvements using:
ConservativeSwapfileUsage=1
The only thing that absolutely has to be there is the:
maxfilecache=522240
Try out all of the options yourself. I found that the minfilecache did nothing for me and the maxfilecache could affect stability. So I never used the minfilecache and kept the maxfilecache at 491520 or higher.
I only abandoned Win98SE because MS no longer does hardware certification for Win98SE or ME, so getting video drivers updated to fix glitches in the latest games is getting hard to come by.
