You could be right Thrawn, but I think here it is more to do with the fact that the majority of Canadians we have are accountants and lawyers who are recently qualified. This means that they do not get paid huge salaries right away and given that housing and living costs are so high many of these guys/girls HAVE to be somewhat "cheap" just to get by.
Also, we have lots of Canadians here. You can't swing a dead cat without hitting one.
This makes them an easy target as they tend to congregate in groups and many don't even know any locals.
