I don't know who the WAVE is, but that's a 5"/38 dual gun mount of an Iowa class BB. Maybe its the Missouri, maybe the Iowa. Can't tell without more views.

Because of the war rationing, it was very common for women to draw a line up and down line on the back of their legs to make it look like they were wearing stockings.  Except with this picture, the line seems to be more of lighting reflection.
