I see the Society of Engineers proposing a lot of spending on engineering projects.  

Nothing wrong with that; that's what they are supposed to do for their membership.

I'm sure some of this stuff needs to be done, too.

However, the number they picked, 1.3 seems a bit too coincidental, doesn't it?
