There's a fair amount of dogfights that at least
start at that altitude, but most tend to descend during the course of the engagement.
Many dogfights just happen low simply for convienience, to cut down on travel time to a fight, etc.
Also because base capture attempts *usually* involve the majority of participants just hanging around the given field, waiting to vulch.
