You drag them out there with steel drums tied to them, sink them and mark the location on your GPS.  Within days, you have a thriving red snapper reef.

  I live on a fresh water lake. A couple of months ago I made up a pretty big brush/timber pile to put in the mouth of a cove here for spring/fall crappie fishing.
  I had enough weight on this thing to hold down an Edsel when I sunk it.
  Guess what? Some idiot retrieved it. I`m assuming to place in another area. It sorta POed me until I got to thinking about what they went through to steal a brush pile when the shoreline is covered in trees. :)

I beleive AIS is the transponder stuff for identifying other watercraft.

I know the software company I used to work for was working on integrating it into its software for the military per its specs.  They closed my office last year so Im unsure the status now.

Yes. Its a system that transmits a vessels ID, course, speed, destination, cargo etc. Combined with radar, plotter and gps its a very good system and gives you exellent information about contacts within 32nm range.

There are also a few websites that you can go to if you want to sit at home and watch all the traffic around the world live with all that info just by clicking on the ships. Atm im checking out the traffic in the Oslo fjord and where its going.
