QOS is differant than SLA.  AT&T has an excellent SLA where under thier contract they automatically adjust your bill with credits for any down time.  When a provider does that you beat ur arse that they are watching and monitoring your line.  Personally I am estatic over HT anouncement they are switching to AT&T.  As with any cutover we might experience some hiccups. But if my past experience with AT&T data services holds true life will get much better.  And besides EVERYONE of importance from Time Warner to MCI have huge peering with AT&T at all the NAPS.  My bet is just about everyone will see a marked improvement in reliability and reduced latency to the new site!
