This is an inaccurate statement. There is no law in the US that prevents the display of the swastika--1st Amendment and all that. It's only overseas, where certain repressive regimes consider the swastika too dangerous for private ownership, that laws banning swastikas exist.
Naturally, if a US company wants to sell its product in these countries, it has to comply with their laws. HOWEVER, this does not mean that swastikas cannot exist in the game. Numerous other game companies have found the obvious loophole to work around the anti-swastika laws. It works like this:
1. The stock game as marketed, plus any auto-updates, are swastika-free.
2. Optional artwork, including swastikas, is available for individual download. This can even be on the company's own site.
The result is that the product meets all foreign laws, and if free people want historically accurate graphics, they can get them. And so can any rebellious foreigners, at their own risk.
