Tonight I watched 2 CVs die to the same guy in B24s off of a Vehicle Base because one guy took command of the CV and flew off. He had good intentions, but couldn't react fast enough. Then there's the case where someone takes control of the CV and leaves to fight on the other side of the map and the CV gets bombed.
Ship gunners have the ability to quickly react to bombers and torpedos. They can see them and turn the ship rather than have to yell on the country channel that there's a fish in the water or bombers overhead and have to wait for the other guy to pull up his map, open the ship control, set a point and accept the course change. This also keeps people from setting a course all the way across the map and stubbornly commanding it for the three hour jaunt into nowhere.
This would do harm to carriers that don't have any gunners. But, in turn, this would make people want to gun for the ship in order to have that "all-mighty" feeling.
People would still purse fight over control, but it wouldn't be any worse than it is now. But, both players would still have to be in a gun position in order to usurp control; therefor both have the ability to evade attacks much better than someone in a dogfight a sector away at the enemy field.
