perfectly normal.  Mine did it alot when his diaper was being changed.  He was so rough with them I was worried too.

Same with my son. He's 10 now and starting to ask all the tough questions, so it's time for the big talk.

Little girls do the same thing, but choose to do it when company is over or your out in public, visible places. My 5-year old daughter has become a regular exhibitionist.

OK I think it is perfectly normal for a boy to grab the jewels. My son did it so much when he was 2 we still tell him it was his favorite toy.

Vulcan, I was alittle concerned with our first son as you were...my wife, who was an Registered Nurse at the time,  said this:
