Navy Catapult Experts?

A colleague of mine is trying to figure out how to use the the first chart on the last page of this document:

The title is "Typical C13-2 Minimum Performance and Load Factor Curves."

It's part of a specification for a design project he is working on.  If anybody knows how this chart is used, my friend would be very grateful!

I can't read the chart reference sub-window speed in knots. It's too blurry. Deadload endpseed looks like the speed of a non-powered weight at the end of the deck. Weight is fairly straight forward. To me this looks like the load chart for a carrier's catapult. So many PSI of steam required for an aircraft of a given weight. If I could read the darn sub-window speeds I could probably figure it out.
