Thats a 3 blade prop, the angle is just funny.  I'm assuming this is the page he got the photo from.......

The picture is from the Claire Chennault collection at the Hoover Institution, Stanford.  I'd say its legit, although the hood doesnt look like any P-40 I've ever seen.

it is a mustang, it may be chenault, but it is a mustang.  look at radio mast, spinner, canopy framing, under spinner intake and merlin exhaust stubs.  Not to mention that it is silver with anti glare paint and paddle style prop.

and for comparison (heck, the 4 bladed prop is even in exactly the same position): -
