May I suggest the US robotics external modem. You can pick one up on ebay for next to nothing. Since its external, it uses a hardware controller.
I've got one and I went from 33.6 connects to 45+ connections. And I live in the middle of nowhere

Creative modem blaster hardware modems are also great. I used one for the longest and had great results.
