Dynamically perk buffs according to altitude. 
- The perks for 
selecting buffs are the same as is now.
- However, perks will be applied 
after takeoff!
- Start from 100 perks, subtract 10 perks per every 1000ft upto 10k.
- Above 10k, no perks. 
- When the buff perks go to minus, you can't fly buffs. 
- Every 24 hour will +100 perks until the perks reaches 0 again. 
 For instance:
* Somebody has 140 buff perks. 
* He selects a B-24 formation. It is free.
* He flies the buff formation, and gets shot down at 900ft. 
* When he returns to tower, he is now 40 buff perks.
  (Shot down at under 1000ft = -100)
* He selects a B-24 formation again.. free, ofcourse. 
* This time, he gets shots down at 8,200ft altitude. 
* When he returns to tower, he is now at 20 perks 
  (shot down at 8,200ft = -20)
* He selects a B-24 formation again.. free, yes. 
* This time, he is shot down at 12k.
* Since he was shot down at 12k, no perks applied. Still 20 buff perks.
* He selects a B-24 formation again.. yeah, free.
* Shot down again at 2,300ft this time. He is now -60 perks. 
  (shot down at 2,300ft = -80)
* He will have to wait a 24hr period, to up buffs again. 
 Neat-o fix for deck running buffs, eh?
