N.O. PD superintendent just realeased a statement live. "As of now only law enforcement will be allowed to have weapons."
  Once again someone in the powers that be has overstepped their bounds.
  If followed, as stated, it takes away the right of the citizen to have some means to protect themselves from the lawless.
  Common sense has taken a vacation.
Those robbing, terrorizing, etc . does not give a rat`s patunia about what the law says.
  If considered, a law abiding citizen as of now, that is still protecting their property and lives, have been put in a situation of deciding if they will follow this order or violate it. Violating it would mean that this order has just turned a law abider into a criminal in theory.
  It does absolutely nothing to help anyone.
  Those commiting violent acts with weapons are not affected.

That is violating a constitutional right. If any court upheld charges of a legal gun owner being charged with illegally having a gun, then to hell with it - America is done.

I'm pretty sure that a PD Superintendant doesn't have the power to declare marshall law.

Of course, I could be wrong.

Saw this picture on WWL TV's website. Looks like he is a "take-no-****" kind of a guy. He needs to evacuate but looks like he is saying no way.

There's no way the N.O. Police Supernintendo can make a proclamation like that without martial law, as far as I know.

Question: Are there circumstances revolving around the enforced evacuation that change this?  Eg, if it becomes illegal to remain?  When someone is arrested for a crime, their firearm is taken while they are in custody, right?  Is there a correlation between this and how he would be able to criminalize possession in N.O.?

BTW, still haven't seen any stories verifying this quote, can anyone provide a link?  The specific wording may be important.
