There are 6 regions. I can't remember them all, but Region 1 is North America, Region 2 is Europe, Region 6 is China...
Yes, it is a PITA but has always existed since the days of video. That's partly because US TV uses a different format - 525 horizontal lines on the screen. In VHF, Britain used to be 405 lines. UHF/colour took over in the late 60s - the PAL format, and is 625 lines. So it's simply not compatible with NTSC as used in the US, so your difficulties are not all down to commie crap instigated by studmuffingots. Speaking of compatibility, a studmuffingot here is a sort of meatball.

However, on modern equipment, there should be no problem playing an out of region DVD. The incompatibility is built in.
When you come to play an American DVD in Germany, you'll find it won't work. But you can fix it electronically without even touching your player. I got a gizmo from
http://www.dvdchips.co.uk and using this device it took me about 5 minutes to convert my DVD recorder from being R2 only into being able to play DVDs from all 6 regions.
