The rules are changing every day, Zig.

They're flip-flopping, confused and not sure what to do.

It's going to take a little time to come up with a new workable system. I'd expect them to err on the side of too much rather than too little safety.

In short, too early to tell BUT... the Feds ALWAYS want more control, not less.

VFR flight is allowed within the "Enhanced" Class B airspace.  A CFI must be onboard for student pilots.

I suggest calling your local FSS for specific airspace limitations in your area.  Many military facilities have temporary flight restrictions in place.
