Well... consider the scores database... It takes storage space. It takes compute cycles to update every day (more than once a day?). It takes up bandwidth when people go and check it. The scores page basically works off of your in-game ID.
Considering that it costs HTC money to provide this service, it makes sense that they only provide it for paying customers.
Oh, and, the logs are stored locally on normal servers.. So HTC has no way of accessing every HTH host's logs and compiling them. That is, if they keep logs at all (which I've never seen -- I've looked in the directories).
We'll not see HTH scoreboards because HTH mostly has unpaying customers.
EDIT: I would like to review local logs though. That would be a nice feature. Then hosts, if they want, could tally things up if they wanted to waste a couple hours of log-searching
