This can happen if base is already under attack when you log on. It has been around for a long time.
Once all enemies have cleared out of "flash"-range it will work normal, the next time someones enters.

Mersu, Dedalot was being sarcastic. I know, it's difficult to tell, especially considering his poor spelling, but he lives in Illinois, so I hope you'll excuse him.

I think dar works well overall. There are some things that don't seem to operate consistently (the occasional town that flashes for hours on the maps of a few people, or the ghost dar in sector 10,10), but I'd say it's a good compromise in that we get useful information in a very condensed format. There've been some interesting suggestions regarding more detailed spotting and alert systems, but for gameplay purposes, our current system works well enough, IMO.
