HTC ran into problems when just the patches were offered. If you didn't have the correct version and tried to manually update it you could run into big headaches.
Not to mention the people who did this would deluge HTC and Skuzzy for answers or fixes for thier self induced problems.
The fix was only use the autoupdater or offer the choice of getting the latest full version.
