Because everyone knows that the best defense is to not have a defense at all...  Read the whole article and it's clear it's just some noise made up to try to push through a treaty outlawing all weapons in space.  There already exists a treaty outlawing WMD in space and this appears to be part of a push to ensure that no weapons at all are created for use in space.

So when the "alien overlords" arrive, we'll clearly be able to interact with them as social and economic equals, and the aliens will of course be polite enough to ignore the fact that we couldn't even defend ourselves from someone in orbit armed with a few big rocks.

Aliens or not, it's pacifist nonsense.  The meek have always inherited very small portions of the earth, and they often die screaming.  Pansies.

This is Hellyer, he was a Canadian defense minister in the '60's and yes, he is this stupid. He was one of the architects of Canada's long slide into the ridiculous. Most of us are just hoping his little green friends come to collect him soon.
