If the PT is running, and the driver has time to jump to the guns and defend the PT, yes he has a chance. Like an airplane that has speed and alt.
Here we are talking about attacking the PT just as he spawns. You blow him to bits before he can get into his guns, or at least before he can get oriented.
If the PT is running get over and a bit in front of him, about 2K or less. cut engine back, bleed your speed to almost stall, full flaps if your plane allows it, maybe throw down gear. Then roll inverted and come down on the PT from straight above him. Pull up gear just after the roll. (All this is to keep your dive speed slow so you won't auger) Shoot straight down at him with your BB's (if your plane has them), once your BB's start to ping him, a short burst of cannons, and then pull up. Once your nose is starting to point up, hit full throttle n WEP to get alt for the next kill.
Voila! One more cheap and rather meaningless kill in your kill buffer!
Last month I killed 48 PT boats without getting killed. So far this month, I am 11 and 1. And most of my kills are on running PTs, not that I don't like to vulch them or whatever we will call it, it is just that it is more likely that you will to find them when they are running.
A good plane for PTs is anything with a German 30mm or Hispanos.
