I would rather put away import taxes from those countries and shut down national dotation to comodities, whitch they export.
Let them enjoy free market rather that banning their goods because our gayish famers are lazy to move to another place and lazy to learn something else for living.

Just one example. If you import food from Japan to EU, you will get lower import taxes that you will get on the same goods from Africa.
Now look how much money does EU throwing to the Africa.

Does it makes sense ?
