I have heard from some of our ISP's that a box (can't remember which Gov. org is doing it)is being put in to monitor all E-mail.

Can't say if it's true or not but it wouldn't suprise me a bit.

Here it was leaked that the government was listening in to emails. All of a sudden, government figures started receiving lots of redirected spam mail and email encryption went through the roof  .
