I remember this clip, too. It was featured on "Wildest Police Videos" or something like that. It was a long chase and the mower in the back caused the truck's stability to be compromised. Whenever the guy tried to take a high-speed turn the truck would almost get loose. The man was driving, his lady friend was the passenger. The driver of the tractor-trailer suffered some injuries as well but survived.
Its a good way to remember to look for oncoming traffic when crossing an intersection!
